A brass monkey was the housing plate for cannonballs on ships. The bottom had indentations to sit the balls in, and then more would get stacked up on top. At times the weather would be so frigid that a layer of frost would build up on the brass, and it made it possible for the cannonballs to slip off as the ship rocked about on the waves. Hence the saying, "its cold enough to freeze the balls off a brass monkey".
